Dr. Joe has a passion for helping people with significant health challenges through chiropractic care and neurology. As a lifelong learner, he is always pursuing more education on how to help those around him, including pursuing a masters in clinical neurology.
He fulfilled his residency at an integrated neurological rehabilitation center where he focused on providing chiropractic care to some of the most challenging cases. He also gained insight into functional and integrated medicine, along with post-graduate training in neurology.
In his free time he uses his skills in welding and woodworking to build furniture and other home decor, along with spending time with his wife and young son. He enjoys all kinds of fitness, especially running and yoga.

After serving as department chair of speech, music and foreign languages at the NW Campus, Cinatl moved to the SE Campus as coordinator of Career and employment Services in social sciences and business and humanities. In 2008, Cinatl was named director of Dual Credit, Career and Campus Services, where he served until becoming the assistant to the president. He has a Bachelor of Science in special eduation and a Master of science degree in education, both from the University of Wisconsin.

Prior to joining Methodist Fresquez served as Chief Operating Officer of the Arizona Group - Carondelet St. Joeseph's Hospital, a 486-bed acute care facility, where he was instrumental in improving patient satisfaction, quality, and financial performance. Before serving at Carondelet St. Joseph's, he served as the Chief Operating Officer for tenet's Central region at Houston Northwest Medical Center.
He began his career at Parkland Hospital in Dallas and has more than 28 years of acute care hospital management experience.

Cantu’s career in education began at Llano High School in 1992. She accepted a teaching and coaching position at Mansfield High School in 1993 and spent five years in the classroom before becoming an assistant principal and academic associate principal.
Cantu served as principal, director in curriculum and instruction, and executive director of human resources in a neighboring district before returning to Mansfield in 2012 as a director in human resources. She held various leadership roles in human resources before being appointed as the district’s deputy superintendent.

Peter Phillis was appointed as Deputy City Manager in October 2015 and also serves as Chief Financial Officer for the City. Phillis oversees the Business Services Division which includes all aspects of financial services, economic development and the information Technology Department.
Prior to his almost 22 years with the City of Mansfield, Phillis began his career in public accounting, working for an international accounting firm whose client base included local governments.
Phillis has notably testified before both chambers of the Texas Legislature and most recently before the Governor's Committee on Tax Reform. He has made more than 55 rating requests to Standard & Poor's, Moody's and Fitch. The City has earned a AAA credit rating with S&P. Under Phillis' leadership, the City has received more than 40 awards for financial reporting and budgeting practices. He is also a member of ICMA, GFOA, and GFOAT.
